My general rule, at least until someone starts abusing it or it gets too complicated for me to mess with, is that you get to go as many phases as your current SPD allows, as long as there are enough phases left in that turn.
So if you change from a SPD 5 to a SPD 6 on, say, Phase 5, you could then go on 6, 8, 10 and 12, since you had already acted on 3 and 5, and that's a total of 6 actions. If you switched on phase 8, well, you're only SPD 5 that turn, since you've gone 3,5,8 and 10 and 12 are common phases. You don't get 9 or 11 as bonus phases to bring you up to 6.
Of course, if you switch back, you can *lose* phases that you would otherwise get. So for the first example, if the character shifted back to SPD 5 on Phase 10, they wouldn't get their 12. They've already gone 3,5,6,8 and 10, which is 5 phases. A little weird, I know, but it keeps things more flexible for the SPD changes.
